It's the first inter-governmentally negociated agreement on all aspects of migration, the UN migration pact.
聯合國全球移民契約是各國首次對移民相關事務共同方針的政府協議。

More than 190 states want to sign it.
超過190個國家想要簽署。

But what does the agreement actually say?
但這項契約實際上說明了什麼？

Information
聯合國全球移民契約資訊

Increased information data collection is one part. 
其中一部分是提供更多移民資訊。

Migrants should be given information about their chosen route, and they should be informed about the risks.
根據契約，移民的人應獲取更多資訊以便做選擇，也要告知其風險。

People living in countries on the route, and in host countries, should also be informed about the consequences of migration.
住在國家邊界或是他國，都應被告知移民的後果。

And to ensure that information is based on facts, authorities should exchange data at an international level.
為了確保資訊的正確，官方單位需與國際間交換情報。

Addressing the cause of migration
應對移民的原因

The pact asks origin countries to work towards eradicating poverty, to create jobs, and to meet basic standards for nutrition and education.
這項契約要求原本的國家解決貧困狀況，增加工作機會、達成基本的食物來源與教育。

Respect for human rights
對人權的尊重

Standards should be set to protect those who nonetheless decide to leave.
這項標準應該是建立於保護決定移民的人。

Human rights have to be respected.
人權需要被尊重。

The pact also encourages sea rescues.
全球移民契約也提倡海上救援。

Coordinated border management
協調國家邊界管理

Countries should make safe and legal border crossings possible.
國家應確保移民者能安全並合法地度過邊界。

The pact calls for more international cooperation, and the fight against people smuggling networks.
這項契約呼籲國際間的合作，共通對抗走私門路。

The countries could, for example, exchange information on smuggling routes.
例如，國家之間可以互相通報走私的路徑。

But not all countries agree with the pact demands.
但不是所有國家都同意契約上的要求。

The U.S, was the first country to announce it was not going to sign.
美國是第一個宣布拒絕簽署契約的國家。

Hungary, Australia, Poland, Israel, Austria and the Czech Republic have already spoken out against adding their signatures.
匈牙利、澳洲、波蘭、以色列、奧地利、捷克也接連聲明拒絕簽署。

They criticize what they see as a too positive view of migration, and say the pack could lead to an increase in unwanted migration.
它們批評契約對移民的看法太過樂觀，也表示可能會引發過多不必要的遷移。

Some countries also argue the pack could affect the border protection policies.
有些國家也抱怨契約可能會影響國家邊界保護政策。

But what do the countries have to do? Legally nothing. The contract is non-binding. 
但這些國家可以採取什麼行動呢？事實上不用。這項契約是沒有法律約束的。

The UN migration pact is more about sending a political signal.
聯合國全球移民契約主要是傳播政治理念。

Migration is a global phenomenon, and the international community wants to tackle it together.
移民是國際組織想要共同應對的全球化現象。
