The UK’s population is growing and ageing

Half of us born after 1965 are likely to be diagnosed with some form of cancer during our lifetime.
許多1965年後出生的人民,這一生都有可能會被診斷出某種癌症類型

This is most likely to happen when we are elderly and least able to cope with the challenges of cancer.
癌症通常都會發生在我們最沒有反抗能力時,也就是我們的老年

I think one of the things that the stories of the actual people with cancer that we look at really brought home was how little of their time, even as people with very serious diseases, they spent viewing themselves as patients.  
許多癌症患者的事件告訴我們,他們所擁有的時間有多微不足道,大多數都把自己當作病人即便是患有嚴重疾病的病患

And actually 99% of your time, even when you're very very unwell, you're a person,
who cancer stops you from doing all the things you want to do as a person.

It cuts you off from your family, it stops you being able to do the activities that you rely on, it puts financial pressure on you, it's devastating to your whole life.

OPAAL UK & MACMILLAN asked EY to analyse the cost/benefit of it’s Cancer, Older People and Advocacy service - COPA.
英國OPAAL & 麥克米倫癌症支持機構徵求安永分析自家年長癌症病患服務,簡稱COPA

What we wanted to do was take an approach which got behind numbers and got really into the detail of what those numbers meant for people's lives in reality.
我們想要達到的是去深入瞭解那些數字背後在真實生活裡所代表的含意

So SROI stands for social return on investment, and it's to take up from, you know, the accounting measures of return on investment  but particularly suited for social measures and social valuations.
所以SROI為社會投資報酬率的簡稱,簡而言之就是透過不同指標來衡量一項政策利弊,尤其是社會措施和社會價值上

So anything in society that you do, let's say building houses, building playgrounds, building schools, building hospitals.
所以你在社會上所做的任何事情,像是建構房子、遊樂場、學校、醫院

They have a social return on investment because that you know they're they're associated with lifting the welfare for society.
你知道那些事物都有社會投資報酬率因為它們都與提升社會福利有關

So they're more than just you know, money exchanging hands, or business that's
being run, improve the well-being of a society and hence social return on investment becomes more appropriate as a term to measure them.
所以它們不僅僅是現金交易或是經營事業而是能幫助改進整體社會福利,所以在衡量這些事物上,"社會投資報酬率"為更合適的術語

So, we looked at Voice, Choice and Control because we realized that everybody's story is different, and everybody's challenge, even though on paper, is the same.

They will be dealing it with it any entirely different way.

So we tried to look at the findings by these three categories to sort of identify in that sense.

Okay. The Advocate is giving you a greater voice because they've helped you understand some information and that in itself is giving you the power to make a decision for yourself.

When you have so much to worry about, and you're at your most vulnerable, actually reaching out and connecting with those things you need is really really difficult.

And what we found was through the stories was that often

Everything that people affected by cancer needed to have that to an extent alleviated was already out there, there were social groups that lonely people could become involved with, there were ways in which people could reduce their energy bills, and offers to do that if they knew about them, there was access to health services and other services.
那些受癌症影響的病患所需的幫助一直都存在,獨居人士可以參加人民團體、有降低電費帳單的方式,有許多公共醫療衛生服務以及其他服務的管道

There was engaged ways to engage people, all that was out there.
許多連結社會大眾的方式都早已存在

But one of the real problems in looking after very vulnerable people is that their needs are very complex, and their ability to navigate a very complex system is quite limited.
但真正的問題是弱勢族群的需求非常複雜,而他們應對錯綜複雜制度的能力極為受限

And what the advocacy service really did was help these people access things that already there.
倡導服務所提供的是幫助大眾獲取存在已久的社會資源

And that's really a big part of why it was able to pray big returns for quite a low cost because it wasn't actually trying to provide anything new, it was making it more easy to matchmake between the person and the thing they needed, which both were already there. 
這也是為何倡導處能以低支出祈求高報酬率因為它沒有試圖提供新東西,反觀是將已存在的人民和資源建起橋樑

There's certainly a social underpinning behind these costs and benefit that needs also to be accounted and taken into context.
當然那些支撐社會的成本效益也需要被列入考量

That's what really this report and this methodology highlights.
這正是這份報告及方法論所強調的

And then once you start to incorporate the financial, the economic, and the social benefits of the Advocacy program, so that's not just looking at the individual, that's considering the effect that that has on their families, and the release of efficiencies in the NHS system.
當你開始將經濟利益、社會福利納入倡導服務內,就不再是單看個體狀況而是考量對整體家庭所帶來的影響以及國民保健署所提供的效能

We found that the program itself produces just shy of seven times of a social return.
我們發現專案本身可以生產將近7倍的社會收益

In a nutshell for every pound invested, we found based on the information that we received that there was about six point seven to seven pounds of return on investment, so almost a Sevenfold of one was being put in to the services.
總歸來說,根據我們現有的資訊,每磅投資都能帶來6到7磅的回報,將近7倍的投資回報率所以呈現7:1

What the work really brought home to me is the huge value, it brings to the lives of individuals when an Advocacy service helps them connect with those things they need, and start making decisions for themselves again, and feeling empowered to do that.
我真正體悟到的是珍貴價值,倡導服務協助人民找到所需的幫助也讓大眾再次擁有為自己做決定的力量

And as a bonus, the cost is low and the benefits to the health system mean it actually almost pays for itself.
額外的好處是,低成本效益的健康照護制度代表人民不必自費

So, real takeaway message is that there's a huge amount of value out there, which doesn't cost a huge amount to access, and cancer advocacy services from the work we've done, really do seem to be a good route to access that.
所以真正的重點是社會上享有大量的低成本資源,而依據癌症倡導服務目前所能做到的來說也證明自家服務確實是能幫助社會大眾達到需求的絕佳好途徑
